Dr. Tom Novotny is Director of International Programs at the UCSF School of Medicine, with his offices at the Institute for Global Health. He recently retired as a Rear Admiral from a 23-year career in the United States Public Health Service. During that career, he served in the National Health Service Corps as a Family Physician in northern California, as an epidemiologist with the Centers for Disease Control and Prevention (CDC), as a CDC liaison to the University of California, Berkeley, School of Public Health, and as a CDC liaison to the World Bank. He most recently served as Deputy Assistant Secretary for International and Refugee Health in the Department of Health and Human Services.

Dr. Novotny has worked extensively in tobacco control and in health systems reform, particularly in Eastern Europe. He has published numerous scientific articles on tobacco control, and he has been a contributing author and editor of several Reports of the Surgeon General on Tobacco and Health. He also led the U.S. Delegation to the World Health Organization's negotiations on the Framework Convention on Tobacco Control, and international treaty in health. He is currently a consultant with the World Bank's Eastern European-Central Asia Human Development Team.
